Land use plan

Thousands of people depend on the Port of Melbourne for their livelihood and lifestyle, so it is vital that a plan is in place to guide port development and maintain its benefits for future generations.

In light of this a Land Use Plan for the Port of Melbourne was developed in 2002 after an intensive consultation process, including workshops with local residents, industry and other stakeholders.

What is the Land Use Plan?
The plan covers all the land owned by the Port of Melbourne Corporation and provides a 20-year strategic planning framework for land use, transport and infrastructure and environmental management in the port.

One of the key drivers of the Land Use Plan is to ensure that port land and infrastructure are available to meet forecast trade growth through the port.

The plan aims to balance the needs of a working port with the expectations of the community in terms of amenity, environment, recreational and open space, and port heritage.  ^TOP

The Land Use Plan is designed to ensure:

  • protection of open space and recreational areas with due regard to port operation and safety
  • an understanding of the port land required for future development to accommodate trade growth
  • a commitment to address the visual, environmental and amenity impacts of port development
  • mMaintenance of economic benefits for local and State communities
  • cConfidence that the port will continue to meet the needs of businesses that depend on the port and
  • a commitment to improve environmental management  ^TOP

What’s in the plan?
The Land Use Plan identifies a wide range of strategies to address important issues, recommending such things as:

  • improvements to access roads to accommodate the future growth in trade at the port and reduce the impact of trucks on local roads
  • working with local councils to improve amenity around the port through landscaped buffers
  • where not affecting port operations, provide public viewing points at accessible, landscaped locations with interesting port views
  • undertake noise monitoring as a basis for minimising disturbance from port activities
  • acknowledge recreational boating activities and work with the Marine Board and Victorian Channels Authority to ensure safe navigation in channels and waterways
  • work with the City of Maribyrnong to examine opportunities for a continuous bicycle access network which follows the northern reaches of the Maribyrnong River and the internal road network in the vicinity of the intensive dry and liquid bulk uses in Maribyrnong
  • protect the heritage sites at Point Gellibrand through an appropriate heritage overlay in the Planning Scheme
  • investigate opportunities for cultural interpretation throughout the port, especially at landings at Webb Dock, Victoria Dock, South Wharf and the Williamstown foreshore
  • in consultation with City of Melbourne and Parks Victoria, investigate opportunities for improving public access along Yarra River, linking to the Port Melbourne Foreshore Trail and Westgate Park

The future success of the port depends on everyone in the port community working together to address the development issues and to openly exchange ideas about how the port environment can be continually improved.

The port authority consulted widely during the development of the Land Use Plan and will continue this process during implementation.  ^TOP
